Yang mengejutkan hasil survei Indonesian Zakat and Development Report 2012 terhadap 180 OPZ di Jakarta, Jawa Barat, Jawa Timur, Riau, Sumatera Selatan, Banten, Kalimantan Selatan dan Sulawesi Selatan mencatat ada sekitar 22 OPZ atau 12 persen OPZ belum memiliki visi dan misi. Sebagian besar OPZ yang tidak memiliki visi dan misi berasal dari luar pulau Jawa.

Peneliti zakat, Hendri Tanjung mengatakan situasi itu tidak terlepas dari pemahaman pendayagunaan zakat hanya sebatas menyalurkan saja. Alasan utama, prinsip pengelolaan zakat itu adalah amanah. "Bagi sebagian OPZ, bukan visi dan misi tetapi amanah yang utama," katanya, Senin (30/1).

Menurut Hendri, kondisi itu tentu perlu diperbaiki mengingat dalam pengelolaan zakat tidak sebatas amanah saja, perlu ada rencana kerja, analisis terhadap sasaran dan evaluasi pencapaian berikut dengan perbaikan yang perlu dilakukan.

"Hal ini harus diperhatikan, dan diharapkan ke depan, OPZ yang belum memiliki visi dan misi harus melengkapinya," paparnya.
