The delegation from Russia Muftis Council and representatives from Russian banks and financial institutions returned home after visiting Indonesia.
From the 10th to the 20th of June the delegation led by M. Kalimullina, director of Economic department at Russia Muftis Council, visited Indonesia to learn from the experience of Bank Muamalat Indonesia in the field of Islamic banking and finance development. (source)
The delegation consisted of the representatives from banks and organizations of Moscow(“Safinat”, “Gazprombank”), Tatarstan (RIU), Bashkortostan (AKORB, “Hazina Finance”) and Dagestan (“Expressbank”).
The trip was organized by the invitation from the Ministry of Religious Affairs of Indonesia with the support of the Embassy of Indonesia in Moscow. The educational program was elaborated by the specialists from Bank Muamalat Indonesia in partnership with the Muamalat educational center.
During the trip Russian specialists visited Jakarta and Bandun – the second biggest city in Indonesia.
Meetings with director of the department of Eastern Europe in the Ministry of Foreign Affairs of Indonesia, with director of the department of Islamic Banking in Central Bank Indonesia, with general secretary in the Ministry of Religious Affairs of Indonesia and in the Russian Embassy in Indonesia, were held in Jakarta.
Training at the Islamic bank concerned risk-management, Islamic financing operations, operations concerning funds attraction, shariah control, sukuk and liquidity management tools, organizational structure and so on. Certain meetings were held in BaitulmalMuamalat – an organization dealing with zakyat funds and charity projects management.
According to the Indonesian legislation, besides Islamic banks there are also special rural Islamic banks, which according to the state program deal with financing small enterprises and cooperatives.

In Bandun, which is also known as local Paris (the city was founded by the Dutch), the delegation visited local businessmen, who produce clothes, with the financial support of Bank Muamalat Indonesia by means of mudaraba and murabaha contracts.
At the meeting in the Ministry of Religious Affairs of Indonesia, which took place right before the departure to Moscow, general secretary expressed his hope that this visit will consolidate the relationships between Muslim communities of Russia and Indonesia. In their turn members of the Russian delegation thanked the Ministry for such a high level of the trip organization.
In general, the systematic development of Islamic banking in Indonesia started in the beginning of the new century. The system of Islamic financing, including microfinance organizations, has been developed in ten years.
According to members of the delegation they have achieved the goal set up before the trip.
AskhatKhusnutdinov, Executive director of the Association of credit organizations of Bashkortostan, said: “The most interesting thing was that Islamic banking, as a phenomenon, is organized systematically. Besides organization of the work of the bank itself, there is a well-consideredsystem of working with clients and staff, which includes the instituteof development and personnel training. Experience in the field of microfinance products promotion, in the field of usage of Baitulmal fund for providing charity help to the Muslim society by the means of microcredits for production organization and assistance in economic development, is really interesting for us”.
According to GalimVakhitov, professor at the Russian Islamic University, after the training course it became clear that the model implemented in Indonesia can be competitive and has the right to exist.
