BANK SYARIAH: Pembiayaan usaha mikro pertanian tak maksimal

JAKARTA: Minat usaha mikro yang memanfaatkan dana KUM3 Bank Muamalat untuk menggarap sektor pertanian dan peternakan rendah. Hal ini terkait dengan kebijakan pemerintah yang belum menopang kedua sektor itu.

"Kalau pertanian, peternakan dan perkebunan mau maju maka strategi pengembangannya harus diubah.  Pemerintah harus memberikan insentif dan jaminan harga untuk  membantu masyarakat menyediakan kebutuhan pangannya dari dalam negeri sendiri," ujar Arviyan Arifin, Presdir Bank Muamalat, hari ini 26 Januari 2012.

Arviyan mengaku sangat prihatin dengan beredarnya sayur mayur, buah-buahan hingga garam dapur yang semuanya produk impor padahal usaha mikro di Indonesia  dapat menyuplai kebutuhan dalam negri.

Menurut dia, usaha mikro enggan menggarap sektor pertanian seperti sayur-mayur, misalnya, karena harga bisa tiba-tiba jatuh sehingga menanggung kerugian yang besar.

"Seperti Thailand, pemerintah harusnya fokus mengembangkan diri sebagai negeri agraria. Jangan seperti sekarang ini yang serba tanggung. Jadi negara industri juga bukan. Sumber daya alamnya tersedia tetapi malah tidak fokus mengembangkan sektor pertanian secara nasional," tegasnya.

Selama ini, ujarnya, untuk mendorong usaha mikro di pertanian, peternakan seperti kambing, ikan dan lainnya di fasilitasi melalui  pembiayaan usaha mikro Baitulmaal Muamalat (BMM).

"BMM  memiliki program Komunitas Usaha Mikro Muamalat Berbasis Masjid (KUM3) di mana pada 2011 lalu usaha para penerima (mustahik) yang bergerak di sektor pertanian hanya 4% dari 4.697 peserta. Sementara yang bergerak di usaha  peternakan hanya 1%. Selebihnya atau 95% pilih usaha dagang sembako, makanan jajanan dan lainnya ," jelas Arviyan.

Fakta ini sangat memprihatinkan karena itu pihaknya akan mendorong para mustahik usaha mikro ke sektor pertanian dan peternakan agar ketergantungan terhadap produk impor bisa berkurang.

 "Untuk program KUM3 sumber dananya dari pengumpulan zakat yang tahun lalu mencapai Rp 11 miliar dan sekitar Rp 7 miliar kami jadikan dana bergulir. Sedangkan untuk mendorong pengusaha terjun ke bidang pertanian dan perkebunan kami juga memiliki skema-skema pembiayaan lainnya," kata Arviyan.

Keprihatinan terhadap rendahnya minat masyarakat terhadap sektor pertanian juga diungkapkan oleh Yonny Koesmaryono, Wakil Rektor Institut Pertanian Bogor (IPB) bidang akademik dan kemahasiswaan.

"Di perguruan tinggi minat jurusan pertanian sudah sangat rendah sehingga pemerintah memang harus memberikan insentif yang menarik sehingga dari segi SDM ada yang mau menjadi tenaga ahli di bidang pertanian,"

Menurut dia, para sarjana pertanian yang ada saja enggan ke daerah terpencil karena tidak ada insentif non gaji dan infrastruktur yang mendukung.

"Kalau bidang pertanian, peternakan, kehutanan tidak di dukung oleh pemerintahnya sendiri maka hal ini menjadi ancaman nasional apalagi produk pertanian dikuasai impor," kata Yonny.

Di lapangan yang mengurus sektor ini juga semakin berkurang bahkan jika ada hama wereng saja belum tentu setiap daerah memiliki ahlinya.

"Pertanian itu penting karena semua orang membutuhkan  pangan. Jadi  pemerintah  harus memiliki kebijakan yang mendorong tenaga ahli hingga masyarakat luas mau terlibat dalam mata rantai food & agribusiness sehingga sektor ini bisa maju," kata Yonny.

Dia mendukung upaya perbankan mendorong usaha mikro di bidang pertanian, peternakan dan perikanan. IPB sendiri saat ini memiliki program Go Field bagi mahasiswanya untuk menyebar ke desa-desa membantu para petani.

"Program ini diluar SKS, harapannya generasi muda dengan ilmu pengetahuannya yang dimilikinya akan terjun ke wirausaha di bidang pertanian pula," jelasnya. (faa)
