JAKARTA (IFT) – Hasil lelang Surat Berharga Syariah Negara (SBNS) atau Sukuk Negara tidak terlalu atraktif. Pemerintah hanya memenangkan permintaan investor sebesar Rp 460 miliar dari total jumlah penawaran yang masuk sebesar Rp 1,9 triliun dan hanya satu seri yang dimenangkan pemerintah.

Satu seri yang dimenangkan pemerintah tersebut adalah PBS004 tenor 25 tahun dengan rata-rata 6,69%. Analis obligasi mengatakan pemerintah masih enggan memenuhi permintaan imbal hasil (yied) tinggi dari investor.

Herbie Mohede, Analis Obligasi PT Samuel Asset Management mengatakan ini merupakan bukti  pemerintah tetap mempunyai posisi tawar yang kuat. “Ini salah satu bukti pemerintah punya posisi yang cukup kuat tidak memenuhi permintaan investor. Pemerintah ingin pasar sekunder sukuk stabil,” ujar Herbie.

Hasil lelang kali ini lebih baik dibandingkan lelang dua pekan lalu, dimana pemerintah tidak memenangkan penawaran yang diajukan investor. “Dua minggu lalu pemerintah tidak memenangkan penawaran sama sekali dan hari ini pemerintah hanya memenangkan satu seri di tenor panjang dengan yiled rendah, itu saya anggap sebagai kesuksesan pemerintah. Saya rasa hal seperti ini akan bertahan selama beberapa minggu kedepan dan akan ada perbedaan setelah 3 bulan ya”, tambah Herbie.

Seperti diprediksikan seri tenor pendek-menengah cukup diminati dengan seri PBS001 (reopening) dengan jumlah penawaran yang masuk sebesar Rp 731 Miliar, disusul dengan seri SPN-S25012013 (new issuance), dengan jumlah penawaran yang masuk sebesar Rp 341 Miliar, PBS002(reopening)  sebesar Rp291 Miliar, dan PBS003 (reopening) dengan jumlah penawaran yang masuk sebesar Rp 106 Miliar.

Sentimen dari luar negeri tidak terlalu memperngaruhi lelang sukuk. Demikian pula dari dalam negeri, sentimen inflasi yang dipicu oleh Ramadhan tidak terlalu mempengaruhi investor dalam lelang sukuk negara.

Jemmy Paul, Fund Manager PT Sucorinvest  Asset Management mengatakan, pemerintah menganggap penawaran yang masuk tidak sesuai dengan harapan mereka.
