REPUBLIKA.CO.ID, JAKARTA - Wakil Presiden Boediono mengatakan, sukuk (surat utang/obligasi syariah) global menjadi penyeimbang aliran dana portofolio yang masuk ke Indonesia dan menjadi alternatif sumber pendanaan untuk pembangunan Infrastruktur di Indonesia. "Bagi Indonesia, pasar sukuk global telah menjadi salah satu alternatif sumber pendanaan untuk pembangunan infrastruktur dan investasi lainnya. Sekaligus pasar sukuk ini dijadikan penyeimbang aliran dana portofolio global yang masuk ke Indonesia," kata Wapres pada acara Joint High Level Conference On Islamic Finance di Jakarta, Senin.

Menurut Wapres, sukuk terus mengalami perkembangan yang signifikan di berbagai negara, tidak hanya di negara-negara Islam. Bahkan China juga mulai menaruh perhatian serius terhadap perkembangan pasar sukuk global.

Wapres mengatakan, bedasarkan laporan Bank Pembangunan Islam (IDB)-Islamic Financial Services Board (IFSB), penerbitan sukuk di pasar global mencapai 50 miliar dolar AS pada 2010. Malaysia adalah penerbit sukuk terpenting dengan penerbitan sebesar 33 miliar dolar AS.

Indonesia mulai aktif bepartisipasi dalam pasar sukuk global pada beberapa tahun terakhir ini dan menerbitkan 3 miliar dolar AS pada 2010. Jumlah yang sama diterbitkan oleh Arab Saudi, diikuti oleh Qatar dengan 2 miliar dolar AS serta Pakistan dan UAE masing-masing sekitar 900 juta dolar AS.

"Yang menarik, bahkan Inggris memiliki minat yang kuat dalam pengembangan pasar sukuk, dengan total nilai sukuk mencapai 19 miliar dolar AS pada semester pertama 2011," kata Wapres.
Menurut Boediono, Indonesia memiliki potensi untuk memperbesar pasar sukuknya. Terlebih dengan melimpahnya sumber daya alam dan populasi penduduk muslim terbesar. Apalagi saat ini Indonesia tengah menggiatkan pembangunan infrastruktur di berbagai daerah. "Indonesia sebagai negara dengan penduduk Muslim terbesar di dunia, memiliki potensi pertumbuhan keuangan Islam yang sangat besar, tinggal bagaimana kita memanfaatkan potensi itu sebaik-baiknya," katanya.

Wapres juga mengungkapkan, Indonesia harus mampu menjadi pusat sistem keuangan syariah dunia yang kini diperankan oleh Malaysia. "Bahkan Malaysia berhasil menjadi tuan rumah bagi Islamic Financial Services Board (IFSB) yang beranggotakan 11 negara, yang pada Oktober 2010 lalu telah sepakat untuk membentuk International Islamic Liquidity Management Corp (IILM)," tambah Boediono.
