REPUBLIKA.CO.ID,JAKARTA—Peran pemerintah dinilai masih minim dalam mendorong pertumbuhan perbankan syariah. Karena itu, pertumbuhan perbankan syariah di Indonesia masih lambat.

Selama ini, pertumbuhan perbankan syariah masih bertumpu pada kebijakan Bank Indonesia (BI). Padahal, kebijakan BI hanya bersifat mengontrol. Akibatnya, perkembangan perbankan syariah tidak punya daya dorong untuk meningkat.

“Paradigma BI itu mengerem, peran pemerintah yang jadi gasnya untuk pertumbuhan perbankan syariah tidak ada, “ ungkap Ketua Umum Asosisasi Bank Syariah Indonesia (Asbisindo), A. Riawan Amin.

Minimnya peran pemerintah tersebut membuat pertumbuhan perbankan syariah di Indonesia lambat. Hal ini terlihat dari jaringan perbankan syariah yang belum meluas dan produk sedikit. Menurut Riawan, pemerintah seharusnya mampu mendorong perluasan jaringan perbankan syariah dengan mengefektifkan office channeling.

Dibandingkan dengan kantor cabang bank konvensional yang mencapai 15 ribu, jaringan bank syariah masih minim. Wacana merger bank syariah menjadi BUMN pun dinilai tidak akan meningkatkan pertumbuhan perbankan syariah. Menurutnya, pertumbuhan perbankan syariah bisa lebih dipicu dengan konversi bank BUMN menjadi bank syariah. “Jika bank syariah dari bank-bank BUMN itu disatukan malah akan ciptakan masalah, tidak akan cepat berbisnis karena sibuk mengurusi merger, “ ujarnya.

Dia menilai kinerja bank syariah telah terganjal berbagai kebijakan kontrol dari BI. Kebijakan pemisahan (spin off) akan menghambat bisnis bank syariah untuk mengembangkan usaha. “Bank syariah itu bisnisnya tidak bisa cepat jalan karena masih urusi spin off. Kalau masih mau dimerger, kapan fokus urusi bisnis, “ ujarnya

Pemerintah diakuinya telah membuat undang-undang perbankan syariah untuk pengembangan dan pengaturan. Namun, dia menilai undang-undang tersebut masih bersifat normative. Undang-undang belum sampai pengaturan insentif bagi bank syariah baru yang dinilai bisa mendorong pertumbuhan.

Perbankan syariah di Indonesia juga masih dibebani dengan pajak ganda. Penghapusan pajak ganda baru dilakukan untuk murabahah (jual beli). “Penghapusan double tax murabahah memang sudah keluar, tapi bagaimana dengan salam, ijaroh, istishna’, ini bisa rancu kalau semua tidak dihapuskan, “ ujarnya.

Lantaran hal itu, perbankan syariah di Indonesia jauh tertinggal dibandingkan Malaysia. Menurutnya, Malaysia telah memiliki Malaysian Islamic Financial Committee yang memiliki hak menghapuskan pajak ganda. Bahkan mereka mampu memberi insentif bagi bank syariah baru berupa penghapusan pajak korporasi selama sepuluh tahun. “Kita belum sampai kesana (pemberian insentif), “ ujarnya.
