INDONESIA - REGULATIONS - Not subject to Rule Islamic Bank Advances

JAKARTA, KOMPAS.com — Aturan rasio loan to value untuk kredit pemilikan rumah (KPR) dan uang muka untuk kredit kendaraan bermotor, baru berlaku untuk bank berbasis konvensional. Bank syariah belum terkena aturan itu.
Kepala Biro Direktorat Penelitian dan Pengaturan Perbankan Bank Indonesia, Filianingsih, memastikan hal itu, saat ditanya wartawan. "Saat ini bank syariah belum dikenai aturan itu," kata Fili, di Jakarta, Selasa (20/3/2012).
Aturan BI mengharuskan calon pembeli rumah dengan luas bangunan melebihi 70 meter persegi menggunakan KPR dari bank, untuk membayar uang muka minimum 30 persen dari harga jual.
Untuk calon pembeli mobil menggunakan KKB dari bank, harus membayar uang muka minimum 30 persen dari harga jual dan 25 persen dari harga jual untuk pembelian motor.
Aturan yang terbit pada 15 Maret 2012 itu mulai efektif berlaku pada 15 Juni 2012. Bank yang melanggar dapat kena sanksi, mulai sanksi administratif paling ringan berupa teguran tertulis, sampai dengan kewajiban uji kepatutan dan kelayakan untuk direksinya.
Kepala Biro Humas Bank Indonesia, Difi Ahmad Johansyah, mengakui, aturan pembatasan LTV maksimum untuk KPR dan uang muka minimum untuk KKB ini, baru pertama kali dikeluarkan Bank Indonesia.
