Perbankan Syariah Enggan Mengakses Pinjaman IDB
JAKARTA: Perbankan syariah merupakan mitra bagi Bank Pembangunan Islam

Nasirwan, Peneliti Madya Direktorat Perbankan Syariah Bank Indonesia
(BI), memastikan tidak ada regulasi bank sentral yang menghambat program
penyaluran pembiayaan IDB kepada sektor swasta, melalui bank syariah.
"Kalau ada hambatan kami akan selesaikan, tetapi selama ini bank
syariah mengatakan tidak ada masalah dalanm regulasi," ujarnya di
sela-sela Lokakarya Optimalisasi Akses Pendanaan Sektor Swasta Indonesia
atas Sumber Dana IDB Group, hari ini.
Menurut dia, hambatan justru muncul dari imbal hasil atau margin yang
lebih mahal daripada dana pihak ketiga yang dihimpun dari masyarakat.
"Masalahnya lebih banyak pada sumber dana domestik yang cukup besar dan relatif lebih murah," ujarnya.
Dalam lokakarya yang dihadiri sejumlah perwakilan bank syariah juga
terungkap birokrasi panjang dalam mendapatkan pinjaman IDB juga menjadi
hambatan.
Pewakilan PT Bank Rakyat Indonesia Syariah yang hadir dalam lokakarya
mengatakan pihaknya harus menunggu berbulan-bulan untuk mendapatkan
jawaban persetujuan proposal pinjaman dari IDB.
Wakil dari PT Bank Syariah Bukopin menyatakan proses konsultasi
pinjaman juga membutuhkan biaya dan waktu karena harus dilakukan di
kantor pusat IDB di Jeddah, Arab Saudi.
"Kami mengusulkan agar proses pembiayaan disederhanakan. Kalau memang
pinjaman bisa diperoleh sebaiknya disampaikan jauh-jauh hari sehingga
kami tidak digantung," ujar wakil BRI Syariah dalam lokakarya tersebut.
IDB menyalurkan pinjaman dengan prinsip syariah bagi sektor swasta
Indonesia melalui anak usahanya, Islamic Corporation for the Development
of Private Sector (ICD). ICD telah mengalokasikan dana US$1,1 miliar
guna membiayai sektor swasta di Indonesia dalam kurun waktu 2011--2014.
Program tersebut merupakan bagian dari pembiayaan Member Country
Partnership Strategy (MCPS) IDB dengan nilai total US$3,3 miliar. Adapun
